{"id":1179,"date":"2011-05-16T13:34:54","date_gmt":"2011-05-16T11:34:54","guid":{"rendered":"http:\/\/www.laurentmarot.fr\/wordpress\/?p=1179"},"modified":"2011-05-16T13:34:54","modified_gmt":"2011-05-16T11:34:54","slug":"sticking-point-of-mistral-talks-is-hi-tech-transfer","status":"publish","type":"post","link":"https:\/\/www.laurentmarot.fr\/wordpress\/?p=1179","title":{"rendered":"Sticking point of Mistral talks is hi-tech transfer"},"content":{"rendered":"<p><strong>Most problematic issue in Russian-French negotiations on procurement of <em>Mistral<\/em> class assault landing ships is transfer of hi-tech systems, reports World Arms Trade Analytic Center (WATAC).<\/strong><\/p>\n<div id=\"attachment_1180\" style=\"width: 310px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/www.laurentmarot.fr\/wordpress\/wp-content\/uploads\/2011\/05\/mistral20110516.jpg\" rel=\"lightbox[1179]\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-1180\" class=\"size-full wp-image-1180\" title=\"Mistral assault landing ship\" src=\"http:\/\/www.laurentmarot.fr\/wordpress\/wp-content\/uploads\/2011\/05\/mistral20110516.jpg\" alt=\"Mistral assault landing ship\" width=\"300\" height=\"211\" \/><\/a><p id=\"caption-attachment-1180\" class=\"wp-caption-text\">Mistral assault landing ship<\/p><\/div>\n<p>According to WATAC, the issue of the ships&rsquo; configuration should have been settled in the first instance.<\/p>\n<p>Equipment of <em>Mistral<\/em> class ships includes three-dimensional radar, satellite communication sets <em>Syracuse III<\/em>, <em>Inmarsat<\/em>, and <em>FLEETSATCOM<\/em>, automated tactical control system <em>Zenith-9<\/em>, and battle information\/command system <em>SIC-21<\/em>.<\/p>\n<p>As was reported by <em>RIA Novosti<\/em> referring to a source in Russian defense industry, \u00ab\u00a0Russian party would sign a <em>Mistral<\/em> procurement contract only in case if France agrees to deliver <em>Zenith-9<\/em> tactical control system along with production license\u00a0\u00bb.<\/p>\n<p>According to the source, \u00ab\u00a0Russians stick out for acquirement of this system, so France&rsquo;s consent to transfer <em>Zenith-9<\/em> would determine the contract&rsquo;s fate\u00a0\u00bb, points out <em>RIA Novosti<\/em>.<\/p>\n<p>There are some discords on other systems as well, although they are not of fundamental nature.<\/p>\n<p>Obstinacy of French party at negotiations is because France returns to all NATO&rsquo;s military structures and is unindifferent to what other Alliance members say about technology transfer to Russia.<\/p>\n<p>France will insist on the ship&rsquo;s construction under civil standards with minimal transfer of defense technologies; that is just what happens now, reports WATAC.<\/p>\n<p>At the same time, Russia is primarily interested in transfer of military technologies, both in shipbuilding and equipment. As is known, hardware configuration is just what determines further use of the ship.<\/p>\n<p><em>Mistral<\/em> class ships can be used as amphibious transport docks, floating hospitals, or evacuation vessels for humanitarian missions.
